Empty-bag quantity is only the first line. Determine where fill is obtained, how it reaches the filling point, who fills and closes the bags, carrying distance, placement, reserve storage, and rain or night-shift organisation. If fill cannot be obtained at the required time, inexpensive empty bags do not create field readiness.
Sample review can inspect the bag, opening, closure, visible dimensions, filling operation and handling, but one stacking demonstration cannot promise an engineering result. Bulk acceptance should use the approved sample, quantity, packing, label and agreed visible fields.

Do not order a deployable barrier only by “number of panels.” Identify straight units, connectors, corners or ends, fixing or ballast components, tools, spares, storage and identification. The correct number of main units may still be unusable when one critical connector is missing.

A sample or short trial section should reproduce handling, unfolding, connection, corners, ends, fixing, removal and repacking on representative ground. Update the component schedule and repeat the trial after a route or component change. Any water height, flow, pressure or performance value must be tied to the exact system and applicable test rather than inferred from a title or similar product.

Design Transport and Storage for Field Readiness
Sandbags can be managed by empty-bag count, pack and destination. Barriers need tracking for both units and component cartons. External labels should state product, quantity, carton number, destination and necessary component identity. Multi-site projects need an allocation schedule so connectors do not remain in one warehouse while units are sent elsewhere.

Keep packages dry and accessible in storage, and separate drill-used, cleaning, inspection, incomplete and ready stock. A pre-flood check should confirm sandbag package condition and fill planning, barrier units and components, tools, instructions and transfer records rather than counting cartons alone.

Used sandbags may involve fill removal, contamination and destination disposal rules. Define responsibility in the project plan instead of leaving it to an incident site. Inspect unused empty bags for moisture, contamination and packaging damage before return to store.
Recover barriers against the component schedule: remove, clean, dry, inspect, count and repack. Record damaged or missing parts separately. For replenishment, identify the original product, component gap, quantity, label and packing version so visually similar but incompatible spares do not enter inventory.
